1. At the Deputies' Meeting:

a. advised that Congressman Arends had asked CIA
for information pertaining to the Moscow Youth Conference, General
Cabell asked that the Legislative Counsel be assigned action responsibil-
ity,
b. We discussed proposed Regulation No.O "Protection
and Disclosure of Information." It was suggested that the Regulation be
so worded that an individual subpoenaed might be represented by counsel.
(I referred it back t to reconsider this point.)
c. General Cabell agreed that offering to furnish transportation
fo might set a bad precedent; consequently, we have dropped
the idea. (I have so advised I)
2. Met with to discuss the
inequity to an man soon to be stationed in 1inasmuch as normally he would25X1A6a
be on vouchered funds and could not receive the same allowances which other CIA per-
sonnel stationed in the I receive. We decided to consider this individual as
just an additional member of the over-all station and to put the whole operation on un-
vouchered funds.
25X1A9a 3. buzzed to say that Mr. Malcolm A. Maclntyre, Under Secretary
of the Air Force, would be here for lunch at 1:00 p.m. on Thursday and would remain
for a briefing thereafter. General Cabell wants me to be present for the luncheon and
to brief Mr. Maclntyre for about fifteen minutes on the DD/S organization, mission, and
functions.

5. 1 advised I that I had talked to General Cabell about the disposal
of II and that he had told me that aside from putting It in mothballs - - -which
has already been done---we should not make any effort to dispose of it. Ernie seemed
to think that if this were the case the Project would like to turn it over to someone else.
I told him that it would appear to me that if we were to retain it the Project was in a
better position than anyone else to carry the load and that if they had any ideas to the
contrary to please address a brief memorandum to me on the subject.
7. Talked to Matt Baird about several personnel problems. He does not want Bill
Ian overseas assignment as a Support War Planner. (I have also talked to Lew
about tins matter who is most anxious to have the job as replacement iQ5X1A9a

in the Planning and Program Coordination Staff. Also suggested that he consider Bob
