1. Jim Garrison reports that negotiations with the Department of the Navy for the
turnover of are going smoothly and that he foresees no difficulty in bring-
ing them to a conclusion sometime soon.
2. Called attention to our memorandum of 13 October 1955 con-
cerning JOTS and askect In m to insure that those JOTs who had finished their training
were removed from JOT rolls.
3. Talked to about the report of Messrs. Perry and Wilhelm, Bureau
of the Budget. He said that his office had undertaken to prepare the reply.

policy on entering personnel on duty in order to insure that our average employment
does not exceed our congressional budget.
6, Deputy Chief of Staff at the National Security Agency, called to ask
me how we handled our insurance program. I sent him a copy of my memorandum of
13 May 1957 to the Chairman of the GEHA Board and the Director of Personnel outlining
these principles.
7. I telephoned to say that if I wanted him to he could get Macy's ware-
house man to come down here for a week or so and look over our warehousing situation
at no cost to the Agency. I told him that I would consider this but that I would defer any
decision until I had seen his "feasibility study" on the Supply Division in the Office of

10. Colonel Edwards reported that he had been unable to uncover very much in
connection with the alleged irregular activities of the Commercial Staff;25X1A9a
