He reported that Messrs. of the Office of Person- nel were doing an excellent job in briefing components on the proposed Regula- tion on "Manpower" which has been concurred in by almost everybody and will soon be ready to go. b. He plans to pu1in charge of the DD/S Management Group upon his return. I told him that this was all right with me. c, He reported that management work in the DD/S area had dropped off considerably with the exception of "feasibility studies", the most prominent of which is in process in the Office of Logistics. He estimates that they can save forty people in the Supply Division by revising present procedures and says that they would like to do the whole Office of Logistics. I told him that I would approve of this but reminded him that when the Management Staff sur- veyed the Office of Logistics two years ago it recommended an increase in per- sonnel. d. With regard to his personnel ceiling, we agreed that we would fix it at "fifty-six", which is six people less than he has on duty. e. In connection with the "overtime" presentation which Ed Saunders is going to make, he suggested that Ed differentiate between the time worked on Saturdays and Sundays and that worked on weekdays. I think that this is a good suggestion and will pass it on to Ed. f. He said that he wanted to promote Q who has been in grade only about a year. He reported that he had made arrangements with Matt Baird to detail to the Management Training Staff in the Office of Training for a trial period of sixty days. h. He asked me to talk to out resigning, which I agreed to do. 14 administrative assignment. (See Memorandum for the Record.) 3. Dr. 0 Office of National Estimates, telephoned to request that I inter- view a friend of his by the name o who has had twenty years of military service and is a lawyer. Apparently Mr. had extensive intelligence ex- perience, including a tour as Military Att I told that I would be glad to talk to this man and would expect a call from him. 25X1A9a 4. I talked to Ed Saunders about the assignment of I to my office. He is still agreeable to this; however, he has plans which will permit Charlie to become the Chief of the Finance Division in about a year if he can't assign him as Deputy Chief in the reasonably near future.
