G J^ I/1JQ 1. Talked tol and Matt Baird about their request for a waiver of Reg-
25X1A9a ulations concerning Mr.Q a Junior Officer Trainee. I agreed to grant the necessary
waiver.
25X1A9a 2. I talked with about giving reconsideration to the merger of the Sig-
nal Center and the Cable Secretariat. I said that I still felt that this was a distinct possi-
bility and that we might save quite a few people. He said that he had no objection to look-
ing into the matter again and I told him that I would take the initiative to do so.
3. I ladvised me thati had told him that recently-- and 25X1A
prior to the preparation of the "46 questions" ---Mr. Cannon had asked him to undertake
a complete review of the Central Intelligence Agency but that Gene had said that he thought
anyone undertaking such a chore should be completely unbiased and that inasmuch as he
had served in the Agency for a considerable period of time he was afraid that he had
opinions which might keep him from looking objectively at the situation. He asked Mr.
Cannon not to give him this job and Mr. Cannon agreed to hold it in abeyance.
Counsel responsibilities to John. Norman goes on leave on Friday, returning about the
first of September, and expects that it will take approximately one week to make the ne-
cessary turnover. It was agreed that the effective date of the transfer of functions would
be 9 September; however, the announcement will be made to the Deputies at the next Dep-
uties' Meeting. Norman must report back to and firm up this agreemer25X1A9a
with General Cabell.
