Mr. Howe advised that the ;tate Department in instances of Presidential level International Conferences was only acting as the executive agent of the White House and therefore could not release records of such conferences without White House approval. Mr. Amory suggested that the Director might wish to mention this to(Gelti. Goodpaster since he did not believe that Goodpaster is aware of report.
