1. At the Deputies' Meeting the Director said that Sam Papich, Federal Bureau of
Investigation, had been over to indicate that the Bureau would go along with the proposed
legislation on "communications reciprocity" if it were understood that each individual
case would be considered on its own merits and that the Bureau had the implicit right of
a veto. He seemed to feel that this was quite a concession on the part of the Bureau and
that we might be able to get the legislation through after all.
2. Dick Salem of the Washington Post & Times Herald telephoned for my comments
on Mr. Broyhill's release to the press of his letter to me of 9 December 1957 concerning
traffic during the construction period at Langley. I acknowledged receipt of the letter
and said that I did not have any specific comments at this time. He asked if we had any
plans for being a "good neighbor" and I told him that this was certainly one of our objec -
tives both during and after construction and that we hoped to change the character of the
community a minimum. He seemed to be completely satisfied and was friendly.
3. Dick Littell of the Washington Daily News also telephoned and I gave him sub-
stantially the same information. He, however, was much more persistent in his ques-
tioning and wanted to know when we would have some comments and whether we were go -
ing to "mull over" Mr. Broyhill's letter or really give it serious consideration.. In sub-
stance, I advised him that I did not know when we would have specific comments inasmuch
as I felt that it was necessary to have a contractor before we could make such detailed
arrangements. He pressed me for a specific reaction to Mr. Broyhill's suggestion that
we put a pontoon bridge across the River. I told him that I did not feel it was appropri-
ate for me to comment on this proposal and again said that we would give Mr. Broyhill's
letter the careful attention it deserved.

5. I also talked to Gordon about - and told him that I thought we ought to
put some pressure on ~o move on inasmuch as it did not seem that he was making
any progress. If he doesn't do something between now and the first of the year I think
that we will have to take some action to either downgrade or terminate him.
