Bagnall briefed us on the exploitation and translation of Soviet literature. He has an excellent knowledge of what is going on in the Federal Government and it appeared to me that a very great deal of translation was be- ing done. The only grounds for possible criticism of the Agency would seem to me to be that we may be overclassifying some of our material which, there- fore, does not become available to the scientific community generally. Kirk is looking into this whole problem. I noted that a document which is published by the Library of Congress but which we subsidize one-hundred per cent is sold by the Library at $1.50 per copy. I asked Kirk to determine whether it was not feasible for us to get some of our money back through the proceeds from these sales. (In this connection, on Monday, 2 December, Frank Ecker, Bur- eau of the Budget, telephoned and asked that J. Bagnall come over and brief certain members of the Bureau on what was going on. I arranged to have J. do this and to have of the Budget Division accompany him.) 2. Jimmy Lay, Executive Secretary of the National Security Council, telephoned to make a complaint about a recent reproduction job which caused him some embarrassment due to the fact that a delay at our Printing and Reproduction Plant made it impossible for him to make a deadline with the Planning Board. I spoke to bout this and asked him to give me a report. 25X1A9a 3. I telephoned Bob Macy, Bureau of the Budget, and told him that-in discussing our budget situation again the Director did not feel that he could volunteer any cut either in our 25X1A6a regular Budget or in the Contingency Reserve. I also told him that the Director would pre - fer that he not go to-on his forthcoming trip to the field. In connection with this trip, at he would be very glad to go if I wanted him to. Upon checking this 25X1A9a with I learned that he did not want Kirk to go inasmuch as he felt that Kirk was unavoidably quite conspicuous; in addition, he advised me that the DD/P did not desire to send an operator. I talked to General Cabell about the Publications Control Board and he assured me that it was definitely his idea that this Board should limit its activities to intelligence publications and under no circumstances become involved in regulatory material. 25X9A2 5. was in for a few minutes and is perfectly agreeable to assume a head- quarters position in Project AQUATONE. I told him that I thought this would be desirable for the next few months at least but that for his long-range career I would hope to have some other assignment for him before too long. 6. Stan Grogan was up to talk to me about Agency Notice No. concerning 25X1 A "Antipublicity Clauses in Unclassified Contracts." He feels very strongly that this pub- lication is going to get us into trouble and that it should be revoked. 7. Bob Macy said that both he and Bill Schaub were greatly impressed with the HT- AUTOMAT presentation and might want to come over and talk with some of our people about a new approach to some things going on in the Department of Defense. I told him that I felt sure our people would be glad to sit down with him at any time. 8. I advised General Cabell, as well as Mr. Dulles, of Harry Reynolds' proposed retirement in December. Mr. Dulles agreed to talk with Harry and have a small lunch- eon for him. General Cabell wants to have a Dutch treat dinner party for him at the Army/ Navy Country Club. I emphasized to both of them that it would be necessary for them to extend the invitations inasmuch as Harry had made it quite clear to me that he didn't want anything like this to be done.
