Gates and I inspected the TSS plant in the basements of Central and North Build- ings and concluded that we should allow the Technical Services Staff to purchase a linotype machine with the understanding that they would coordinate the purchase of ancillary equip- ment with the Office of Logistics in order to keep duplication to an essential minimum. (See my memorandum dated 5 November 1957 to the Director of Logistics on this subject.) 2. At the Deputies' Meeting yesterday the Director queried as to whether or not he should write personal letters to some or all of our people at the level of grade GS-12 and above who leave the Agency. I asked-to look into this and to come up with a rec- ommendation. 3. Talked to Gordon Stewart and Lyman Kirkpatrick about the Killian Committee's desire to have a statement of the personnel problems in the Intelligence Community. Kirk decided, after talking with General ~ that it would be wise for the Director to raise this question at a meeting of the Intelligence Advisory Committee. (Kirk will arrange this.) I told him that if after the IAC Meeting it was felt desirable to get statements from mem- bers of the Committee I would ask Gordon Stewart to undertake this and combine them in a report which the Director could give to the Killian Committee. 4. Office of Communications, was up with a record of the usage of KY-1 telephones. Gates discussed this with General Cabell who said that we were not go- ing to change this system at the present time and that we should forget about Mr. suggestion that Mr. Wisner's 'phone be removed. 25X1A9a 5. Spent some time with discussing their recommendation that personnel of the Travel Section in the Central Processing Branch carry "Personnel" rather than "Logistics" career designations. I remain unconvinced that their recommenda- tion is sound but want to discuss it wi Chief of the Central Processing Branch, before making a final decision. 25X1A9a 6. reported that within a very short time he would be down to his new 25X9 ceiling of ?rovided something could be done to t off of his table of organi - 25X1A9a nation. He feels that if we push ICA we may spoil the possibility of - assignment, in which case we would probably have to keep him at a lower ade.
