At the Deputies' Meeting this morning, the Director expressed considerable unhappiness and directed his remarks to both me and Frank Wisner concerning the fact that the Bureau of the Budget had been so slow in Ming our release of $4.8 million from the reserve for the project. Although I accepted full responsibility for this delay, Mr. Dulles seemed to blame Wisner considerably for not pushing it harder. He said that in the future when the 5412 Committee signed off on the project he would assume that the release had been granted within a matter of two or three days unless he was notified to the contrary with reasons why not. It was agreed that 25X1A9a who assist5Mr. Dulles on OCB matters, would represent the DD/P and would accompany the Comptroller or his representative, to the Bureau of the Budget to present these requests. I have talked to Saunders about this at some length and have emphasized to him that all 5412 matters must be handled 25X1A9a within two or three days and that other requests for withdrawals from the reserve should also be handled quite promptly. 2. At the Deputies' Meeting also, the question of putting a time group of some kind on messages originating in the field, the time group to indicate the actual time that the writer signed the message and not the time it was dispatched by the Message Center. This is necessary so that intelligence analysts at Headquarters can know exactly what time the writer of this message summarized his thoughts, etc. After some discussion, it was suggested that we might look into our whole cable procedure. I agreed to have General to do this and each of the other Deputies as well as the Inspector General agreed to designate a representative to sit on this committee. I talked to about this later in the afternoon and the first meeting is scheduled for 11:00 a.m. on Monday, 21 October. 25X1C4a 3. Mr. Kirkpatrick, at the Deputies' Meeting, advised the Director that another man in as soon as possible, but there are some critical days coming up during which it is recognized by all concerned that we will not have a radio operator in place. 25X1A9a 25X1A9a 4. telephoned to say that he had heard that- was going 25X1A6a to accompany Jim Garrison to the field with the idea of succeeding 25X1A9a as the Director of Logistics in hopes that this was not the case, inasmuch as he doubts if it fully up to this rather sizeable under- 25X1A9a taking. I telephoned 9,n co rmed that there had been some discussion along these lines. I met with Ed Saunders, 25X1A9athe Cover Division and of the Office of Logistics to discuss our policy on providing quarters for all of our people. This is necessary because we now have up the question as to whether we should continue to furnish quarters without regard to the cost thereof or whether we should limit it -- the cost, that is -- not to exceed 25% of what their allowances would be. Still another question is whether we should allow anyone to exceed the allowances. It seems the con$ensus 25X1C4ethat our basic policy should be that unless there are operational or other very good reasons for doing otherwise. However, it is not possible with e confronted around the world, the many different circumstances, with which we ar 25X1A9a to have a standard policy at every station. It was agreed that with the assistance of the Office of Togistics, Comptroller and the Cover Division would make a station by station analysis orb the situation to see exactly where V we stood today and come up with a recommendation as to what our new policy should be. I asked this same task force to study the question of whether we should be 25X1A furnishing the furniture that goes in quarters, which is also our current policy. In both of these topics, we probably will have to do different things at different stations. However, generally speaking, I agreed it will be better to have a policy unless there are operational or other very defensible circum- stances which dictate otherwise. tUr Approved For Release 2001/08/08 ;.
