DIARY NOTES
25X1A DDS 30 September through October 1957
1. The Killian Committee has asked for an Agency statement on personnel
problems in the intelligence field. Since their next meeting is scheduled for
sometime in November I have asked Gordon Stewart to get this ready for me by
1 November.
2. Gordon Stewart reports that as a result of his conversation with General
Lewis of the Air Force he is no more enlightened now than he was before on the
special project which Admiral Austin of the Joint Staff is running. I have also
discussed this at the Deputies' Meeting and no one seems to know anything about
it. I told Gordon to rest easy until it cocked its head up somewhere again.

3. I have had two sessions with Jim Garrison and on the anti-
publicity clause which General Cabell directed that we insert into all of our
contracts, both classified and unclassified. As of now I have told Jim Garrison
and to go ahead and put into a regulation all of the other things
which they want to do except for the antipublicity clause. This, we should write
a memorandum to General Cabell about and get his approval to handle in our way
rather than his.
Ii-. At a recent Deputies' Meeting Mr. Amory said that the Bureau of the
Budget was pestering him since they wanted to review NSCID's as they were being
revised. The Director said that he believed we should not give them to the
Bureau until they were pretty well in final form but that he was perfectly will-
ing to show them to the Bureau prior to final publication. This seems to be
satisfactory, but I should follow up on it with to make sure that25X1A9a
this problem does not fall between two stools.
25X1A9a 5. Acting Director of Security, reports that Mr. Stans,
the new Deputy Director at the Bureau of the Budget, is fully cleared and that
we should have no reservations about proceeding with him in the discussion of
any of our business that may come up. 25X1A9a

6. I talked to Bob Macy about his request for comments on
25X1A6a his report on - I told him that I had discussed the matter with
and the Director and that the Director was most reluctant to transmit
comments to him since we had not seen his report and did not know what;; the 1A9a
ments meant or whether we agreed with them. After some discussion Bob said that
25X1A9a he would send a copy of the report to - after which he would arrange to
have lunch with Al and discuss it with him in the hope that he would get not
25X1A9a only his reaction but also that of I told him that I thought this
was a very wise procedure and we agreed that we would not press the matter further
with the Director.

25X1A9a 7. advised me that the Director did not wish to send out any
notices to the field, or to headquarters for that matter, concerning the enter-
tainment of visitors from headquarters. This should, therefore, be placed in
our files for future reference in case anyone asks why we did not comply with
General Cabell's instructions.
8. Agreed with Jack that we should hold up the memorandum concerning the
revision of Regulation No. until General Cabell's return inasmuch as he,
personally, is interested in this matter.
9. I have discussed with both Messrs. - and Garrison TSS's request
for a linotype machine. I do not understand the justification for this nor do
25X1A9a Jim or Ken. At the moment, has also been reluctant to approve
of this purchase. I have emphasized to Ken that this would be extremely difficult
to justify inasmuch as the Joint Committee on Printing does not think that we
should have the two linotype machines we already have in the Printing

10. Matt Baird spoke to me about Project - which I had understood
to be purely a logistical stockpiling project. However, Matt pointed out that
this involved personnel, manpower, and a lot of other things which he thinks
should be looked into very carefully. I should check up on this and make sure of
25X1A9a our ground.
11. advised me that he was prohibiting any scheduled
overtime in the Signal Center. He pointed out, however, that there would be a
morale problem in the Signal Center unless the Cable Secretariat also compl' 1A9a
I told him to go ahead anyway but undertook to discuss the matter with
GJ^ "' - to see if the Cable Secretariat couldn't comply. I must follow up on this.
25X1A9a 12. as up to discuss with me the Registry problem in DD/P
area. He is making great headway in cutting down the workload over there and is
about to eliminate overtime. One of the big problems is brought about by the
fact that a copy of every memorandum of any kind is sent to the Registry for file
and no one seems to be able to destroy them. Hugh wants to implement a system
whereby all administrative and support memoranda of record will be filed in the
administrative or support offices concerned and not in the Registry. I approve
wholeheartedly and have arranged for him to present this matter at our Staff
Meeting next Wednesday.
13. At the Director's request I have asked Ed Saunders to make an analysis
of our First Quarter obligations inasmuch as they are considerably higher than
for the same period during the last Fiscal Year.
14 telephoned to ask if I would have any objection if they con-
sidered for another job for which he seems to be uniquely qualified.
I told him that I would not and that if it were decided that - should take
this other job I would come up with another good man for the assignment.

15. At Jim Angleton's request I approved of Dr. Tietjen giving him six dos-
ages of the Asian flu vaccine to be transmitted to an important operational con-
tact.

16. buzzed to say that in connection with the
case he had conveyed to the Director the fact that we might be testing the
Veteran's Preference Act and that I was most anxious that he have this in mind
when he acted on the case. He said the Director told him that he was fully
25X1A9a appreciative of this matter and did not desire a further briefing from either me
or He has signed off on the case.

17. In discussing the Registry matter with I asked him
25X1A9a whether or not he thought that was capable of running this show once

and that we had to get someone to replace him. He invited me to nominate some-
one from the Administration Career Service or elsewhere and said that in his
