Having received complaints earlier in the morning through Miss I labout the general state of police on the walk leading into the Administration. Building, and having been told by Mr. that the Director wanted a guard posted at the entrance to the Building to take the name of anyone throwing a cigarette butt on the sidewalk, I asked the Director to confirm. his wishes in this matter. He said he agreed with 25X1A9A me that this would be an unwise move and that I could forget it. e. We discussed the question of whether or not we should proceed with our General Contract for the new building in. two parts. Mr. Sheldon and I told the Director that we thought there was a substantial risk that we might incur additional expense by letting two contracts. General Cabell, Mr. and Mr. Kirkpatrick strongly favored the letting of two contracts and I was instructed to proceed in this manner. The Director requested that I prepare a letter for his signature to Sherman Adams advising him that we were proceeding with the General Contract in two parts. (This, I have done. I agreed to furnish him a brief memorandum to which I would at- tach a copy of the Director's letter to Governor Adams. I met later in the morning with Jim Garrison and I land asked to work out 25X1A9A the necessary details with the Public Buildings Service and 25X1A5A1 2. 1 received a letter from the Public Buildings Service advising me that they would be unable to get the District Government to agree that their bridge approaches could be delayed so as to permit us to remain in certain temporary buildings until we moved to the new building at Langley. The letter also said that they must plan to re- locate those portions of this Agency now located in areas to be occupied by the bridge approaches. I telephoned Al Welling, District Engineer Commissioner, who advised me that he still didn't know for sure that he was going to build a bridge, that he had told his Highway people to "lay off of this matter", and that no one had discussed it with him since our last meeting a couple of weeks ago. He said that he would get in touch with his Highway people and call me back sometime this week. I told him that I would be away for a couple of months, beginning on Saturday, and that if I were not here to please talk with Mr. Lloyd. I also advised Bob Macy of the exchange of corre- spondence with the Public Buildings Service and told him that I would send him copies of this material for his information. 25X1A6A 25X1A2G 3. At the Deputies' Meeting I also reported that I had conferred with I 25X1A9A concerning the cable from I bout reimbursement in connection with Project land that it was my opinion that we should take no further action on this matter un- til furnished us with a bill of particulars---which he promised to do within the next few days.
