1. At the Deputies' Meeting:
a. I again raised the question of Elmer Staats' desire to have a
Junior Officer Trainee continue at the Operations Coordinating Board on, a 25X1 A9a
nonreimbursable basis. As before, it was the unanimous opinion of all
those present that we should discontinue this arrangement. (At the Direc- 25X1 A9a
tor's request I later talked to who seemed to have no argu-
ment in favor of continuing the arrangement except that he disagreed with
everyone else on the value of this training. He felt that 25X1 A9a
and were enough to "penetrate" the OOB if this were ne-
cessary---which he did not think was really the case. In view of this I see
no reason to change our previous position.)
b. We discussed the pros and cons of letting an Excavation and Foun-
dation Contract as soon as possible and letting another separate contract
for the remainder of our building. It was very clear that both Mr. Dulles
and General Cabell preferred to do this rather than wait until December to
let one contract for the whole building, even at the risk of spending "as
much as an additional half million dollars." With this guidance I agreed to
obtain more firm estimates as to dates and money before we reached a final
decision.

phering situation in and found that Mr. - statement- --to the
effect that all cable traffic passing through these signal centers was being broken out
and read by -could not be supported. I relayed this to
Dick who said that he would talk with nd report on it at the Deputies' Meeting
on Wednesday.
