P76-00183R000300010079-6 DIARY NOTES 25X1 A DDS 15 March 1958 25X1A9a 1. telephoned to inform me that at the last Clandestine Services Review Course Kirk had spoken very strongly to the effect that he thought the DD/P and DD/S complexes were overstrength in many areas, that he objected to this and had so informed Kirk. He said that his objection was not to argue that Kirk had a right to these convictions, but, rather, that the Clandestine Services Review Course was not the place to expound them. 2. He also wanted to talk to me abou rompted, I assume, by the 25X1A9a fact that Sam has been denied a promotion to grade GS-16 on two occasions now. (Presumably I get credit for the disapprovals.) I told Dick that I thought Sam did a fine job but that I felt he had made a mistake when he left the Administration Career Service for a position as Operations Officer on the PPC Staff. I said that the last time that Sam's promotion had come up before the Supergrade Review Board I queried Frank Wisner on this point and he was frank to say that Sam was not an Operations Officer, whereupon I questioned the advisability of his being promoted inasmuch as the Clandestine Services had informed those Operations Officers returning from the field that they were having difficulty in finding appropriate assignments for them; therefore, as a result of this and the insuing discussion Sam's promotion had been disapproved.
