1. With Bob Macy attended a meeting in e to discuss the
proposed revisions to certain NSCIDs. I think explanation sat-
isfied Bob on most counts and that in all probability Mr. Brundage will not raise any
questions at the next meeting of the National Security Council.
2. reported that at his recent meeting in Richmond with the State
Highway Commissioner it was agreed that improvements to Route 123 would be started
without further delay. Three separate contracts are going to be let: the first one will
be for the purpose of four-laning that section of Route 123 between its intersection with
the George Washington Memorial Parkway and the entrance to the CIA site; the second
for the so-called McLean bypass which takes off from Route 123 at the entrance to the
CIA site and goes behind Senator Kennedy's house, joining up with Route 123 again down
the road; and the third for improvements to the existing Route 123 via the Langley fork
which includes the controversial Scattergood and Thorne right-of-way. The National
Park Service, supported by the Bureau of Public Roads, still refuse to allow the con-
struction trucks to drive on the Parkway. However, they seem willing to make certain
changes which will make available a large part of the Parkway to regular traffic; there-
by taking the load off of Route 123. Yet to be settled is a proposal whereby the empty
trucks en route from the site for another load use that section of the Parkway from its
intersection with Route 123 to the site.
3. H. S. also reported that as a result of meeting with representatives of Harri-
son & Abramovitz and the Public Buildings Service they now have the estimate down to
one per cent (about $380, 000) of the amount which we had allowed for construction.
This seems close enough and will no doubt be accepted by the Public Buildings Service
as well as ourselves. He commented that Messrs. Johnston and Sella had advised him
that they could not complete the final working drawings before 1 September. This
would provide for the opening of bids on or about 17 December and the awarding of a
contract within thirty days thereafter. (I briefed the Director on this and, of course,
he was quite disappointed. He agreed to telephone Wally Harrison to see if anything
could be done to expedite their work.)
4. Messrs. were in to discuss the Ramac (305) machine.
They feel that the Logistics people are not only dragging their feet on the installation of
this machine but that they would sabotage it if we insisted that they put it in. They are

having another meetin on this matter next Thursday afternoon and I told John that I
would talk to Messrs. prior to this session. This, I have done,
and while Logistics is pessimistic about the machine, especially I do
not find any deliberate footdlragging. However, it is incredible that with all of this ar-
gument and misunderstanding going on they have not been able to get together for a
meeting since November.) I talked to John again, advising him of my feeling in this
connection, and said that I was not prepared to believe that the situation was all the
fault of Logistics and thought it would serve a useful ur ose if re resentatives of his
Staff and the Office of Logistics went to the and stayed
there until they had sorted out the matter once and for all.

7. Discussed with the proposed transfer of to the
Operations Coordinating Board. I told him that we were not anxious to see Don go on
this job but that if he did so as far as I knew he would not have any re-employment
rights in CIA.
