1. In reviewing our operations for the month of January at the Deputies' Meeting,
the Director noted that the International Cooperation Administration in one case and the
Department of the Navy in another had employed people whose loss we regarded as a
net gain and commented that he thought we ought to stop other agencies from employing
such people. I pointed out that it could well be that our personnel records on these in-
dividuals did not reflect our actual feelings about them and that before he took up the
matter with the Navy---which he proposed to do in the one case---we had better check
to make sure of our facts. He agreed and gave Mr. Kirkpatrick this responsibility.
2. I asked Kirk if he would hold up on his "overtime" paper which I received re-
cently pending a study of the situation by the Office of Personnel. He said that he would.

3. called my attention to Executive Order No. 10758 which sets up
the Career Executive Program and suggested that someone should be analyzing it and
making recommendations as to whether or not we should participate. (I have spoken to
Gordon Stewart about this.)
5. I arranged for Bob Macy to come over and talk with about
the new NSCID's which are going to be discussed at a meeting of the National Security
Council on Thursday.

7. telephoned to advise me that I would receive a letter from Elmer
Staats asking that we continue to supply a JOT to the Operations Coordinating Board but
on a nonreimbursable basis. He wanted me to understand that this fellow was really
just another pair of hands for the OCB and that I should not take too seriously Elmer's
statements about what a great place this was for a youngster to be trained.
9. I notified Matt Baird that promotion to grade GS-16 had been
approved by the Supergrade Review Board and that presumably the Director would call
Ed in and present it to him.
10. I also notified that Mr. _promotion to grade GS- 25X1A9a

11. I spoke to Kirk and about the rumors concerning the Director's
retirement and recommended that they suggest to the Director that he make some an-
nouncement on this subject.
12. I discussed with Kirk the appointment of as Deputy Director 25X1A9a
of Personnel. He not only approved, but was rather enthusiastic about the idea.
13. Gordon Stewart telephoned to advise me that the morale in the War Plans
Group continued to be very low, that he had briefed on the situation, and 25X1A
that recently an officer of the Air Force had gone back before his tour ended and had
been extremely critical of us in the Pentagon. I asked him to urge Dick to report this
to General Cabell before he heard about it from other sources.
