1. Matt Baird advised me that the Logistics training film, "Interlock", would be

The DD/P Area is particularly close to its ceiling and Gordon proposed that we start im-
mediately to consider promotions on an Agency-wide competitive basis. I told him that
while this was. all right theoretically it would be unfair to one component if another ex-
ceeded its ceiling and thereby blocked the first component from filling its authorized
supergrade positions when it had someone ready to promote to them. I asked that he
study the matter further before presenting it to the Supergrade Review Board. and in this
connection to come up with statistics on attrition in the various components and give
some thought to what we were going to do when senior people who have been chiefs of
station abroad return to headquarters.
