1. I spent a few minutes with the Director briefing him on the status of the new
building prior to his visit with Senator Dworshak. reported later that the
meeting seemed to go very well and that he thought we had Me a friend of the Senator.
3. I talked t about his request for another contract negotiator as
well as the role which Jim Garrison and the Office of Logistics would play in the settle-
ment of his contracts. It appears that the two are not too closely related. After some
discussion, during which I pointed out that Jim could not spare a large proportion of his
time for this activity and also that I did not want him to be put in a position where he
would have to accept any responsibility for these settlements, it was agreed that all of
the preparation for the settlements would be done by Dick's staff and that it would not
require more than an hour or two of Jim's time ---he would merely review and make
any suggestions or comments which he felt to be appropriate. In other words, this
respon-
would be in the nature of a consultation rather than the acceptance the Office of
oany f Logistics.
sibility. I later relayed this information to
I also discussed with Dick briefly his idea of setting up a board to review his
whole procurement machinery. Again, I told him that I had some reservations about
this and that I, personally, could not spare a great deal of time to go into the details of
the matter. I commented that I thought his fears might be unfounded, that he would be
sniped at internally, and that I thought the record might be more cluttered up if he went
forward with this board than it would otherwise. We reached no conclusion as to Whe-
ther there should be such a board.
