1. Lunched with members of the Roads Committee of the McLean Citizens As-
sociation and Messrs. Kistner, Carper, and Talbot of the Virginia State Highway
Commission. Although the matter is far from settled, it does appear that we are
making progress in arriving at a scheme for handling our traffic during the construc-
tion period. Everyone seemed to be pleased with the approach we are taking in try-
ing to arrive at a plan which we all agree is the best under the circumstances.

good would come out of the Investigation and seemed a little reluctant to proceed with
it. We discussed the matter at some length. I told him that I felt exactly the same
25X1A9a way and had been very reluctant to send it to the Inspector General but that inasmuch
as Mr.-seemed determined to push this matter I thought I had no alternative.
However, I also said that if it were felt that this case was not worth an investigation
by the Inspector General's Staff and he and Kirk wanted me to handle it within com-
mand channels I would attempt to do so.
