25X1A9a 1. Noting in an outgoing cable that the Commercial Staff had indicated an inter-
est in - I telephoned - and told him that I did not want him to make any
commitment in this regard without touching base with me.
25X1A9a 2. telephoned to say that he had had a "second take" on his failure
to be elected to the GEHA Board and now felt that there had been some concerted attempt
to insure that he was not re -elected .... a situation about which he was most unhappy. He
said he understood that John Tietjen would like to get off the Board and proposed that John
be allowed to resign and that he-be nominated to fill his vacancy. He also pro- 25X1A9a
posed that be elected Secretary to the Board. Later in the day I talked to 25X1A9a
John Tietjen and ascertained that he very definitely wants to be on the Board. I so advised 25X1A9a

3. 1 talked to Ed Saunders about a replacement fo sometime dur-
ing 1959. He would .be reluctant to give this job to and still. believes that 25X1A9a
the unsatisfactory condition in the Finance Division five or six years ago was due primar-
ily to Emmett. Of his own people he thinks that would 25X1A9a
be good candidates, and of these three I think we agree that -probably would be the
25X1A9a
best.
4. Ed advised me that of the Management Staff had been over to 25X1A9a
see him about a job and that he had told him that he could not use him at grade GS-14. I
told Ed that- was surplus to needs and that if he wanted to use 25X1A9a
him for a few months he could probably arrange it with Gordon Stewart and John. but to in- 25X1 A9a
sure that it was not done under circumstances which would indicate to that he
might have a job for him later. 25X1A9a
