Arranged for Bob Macy and the group going with him to the Far East to meet with Mr. Kirkpatrick at 2:00 p.m. on Friday, the 17th of January. 25X1A9a 2. advised me that the NSCID's would not be ready to show to the Bureau of the Budget until about the 21st of January. 25X1 A9a 3. was up to discuss the NEA Division's proposed R&R Program. I gave him a copy o my qualified concurrence in the EE Division's Program---which qualifications were accepted by the Director-- -and asked him to go back and work out the NEA Program along the same lines. 4. I talked to Dick Smith, Chairman of the Roads Committee for the McLean Citizens Association, and told him that I would be very glad to have his Committee for lunch any day next week except Monday. He will call tomorrow at which time we will firm up a date. 6. Met with Shef Edwards, Larry Houston, , and Gates concerning a tch which we have received recently indicating a wrangle between While this incident apparently occurred back in No- vember and appears to have quieted down now, it does seem appropriate that we write a letter of some kind to emphasizing to him that all of these people work for him and that it is his responsibility to settle any controversies which may arise among them. 7. Met with Shef, Gordon Stewart, and Larry Houston concerning our Security Hearing Boards. We also felt that to bring the Office of Personnel into this would be an added burden for them without any corresponding benefits to the Agency as a whole. I agreed to discuss the matter with General Cabell at an early date.
