DIARY NOTES
16 December 1958
1. Due to the Super rade Board Meeting I was unable to meet with Bob Macy,
25X1A9a Bureau of the Budget, and 1o discuss Dick`s "follow-on" program. How-
ever, Bob advised me that the paper which Dick had drafted was, with very minor
changes, entirely acceptable to the Bureau. We are going to make these changes and
get it signed by the Bureau.
2. Dr. Tietjen briefed me on the case of and I doubt seriously if 25X1A9a
Chick will ever return to duty.
25X1A9a 3. I attended the Supergrade Board Meeting at which time promotion
to grade GS-16 was approved. This was a rather controversial Meeting and I was not
satisfied with Gordon Stewart's memorandum regarding that aspect of it concerning
ceilings, etc. After the Meeting I talked to him and told him that I wanted to get to-
gether with him before too long to firm up the ground rules. This is highly essential
at this time since almost every component is up against ceiling and there is all sorts
of maneuvering to try to gain an extra position or two at the expense of someone else.
