25X1A9a 1. I talked with about a guard in the Administration Building who al-
lowed a magazine salesman to enter and leave the building without proper clearance and
escort. I emphasized that I felt we had to do something about this situation inasmuch as
instances of this kind were happening all too frequently in the buildings up here on the
hill and, assuming that it happened so easily up here, it can and may be happening at
other locations as well.
25X1A9a 2. called and expressed great disappointment that of the25XlA9a
Office of Communications had not been accepted in the JOT Program. Apparently he had
been working on the night shift for five years, supporting a family,. going to school in the
daytime, and had just recently graduated with high honors from college with a degree in
business and public administration and was now leaving the Agency. I have asked Dave
25X1A9a to look into this.
3. 1 talked with Jim Garrison and - about funds to install the remainder 25X1A9a
of our air conditioning equipment and that while I felt we had to go ahead with this project
they would have to find some place to pick up the money.
25X1A9a 4. reported that he thought his presentation to Generals Doolittle and
Hull went well. However, he said that they raised the question as to how much the
Comptroller participated in the substantive aspect of projects and he, of course, told
them that the Comptroller had very little to say in this regard, but pointed out that the
Deputy Director (Support) sat on the Project Review Committee. They also asked for
some papers on our Budgets for Fiscal Years 1950, 1955, 1956, 1957, 1958, 1959 and
1960, which they were supplied; I am expecting copies of these shortly.
25X1A9a also called and said that General Doolittle was not at all happy about the
increase in our personnel strength despite the recommendation he made four years ago that
we reduce by 10%. He thought that we were definitely going to hear more about the over-all
size of the Agency, the over-all size of our Budget and the relationship of PP-type activities
to hard collection, etc.
25X1A9a 5, was up to see me about the Auditors' Report on - in which
25X1A6a it was indicated that the Station was exceeding the standard allowances by what appeared
to be an excessive amount. I have asked him to draft a letter to the Chief of Station for
my signature.
6. Jim Garrison telephoned to say that arrangements had been made to install the
White House telephones in the residences of the members of the United States Intelligence

Board. He wanted to know if we would pick up the tab on this and I told him that I thought
each Agency should pay for its own and that he should not pick up the tab without con-
sulting me again.
