DIARY NOTES
9 October 1958
1. 1 attended the Cabinet Meeting to represent the Director in the discussion
of "Operation Alert 1958. " (See Memorandum For the Record dated 10 October 1958.)
2. I attended a luncheon with Lyman Kirkpatrick, - and Bob Macy, 25X1 A9a
Chief, International Division, Bureau of the Budget, and stayed for part of their dis-
cussion after lunch. Mr. Macy's interest was in the evaluation of programs and from
the conversation I assumed that he meant PP Programs. However, his approach was
one of having these action programs planned, coordinated, reviewed, etc., by a
Country Team and it seemed to me that this was something which he should discuss
with the Department of State rather than look to CIA to carry the ball. After all,
the effectiveness of a Country Team is usually directly proportional to the interest
which the Ambassador takes in making it effective.

3. I spoke to the junior Officer Trainees. They seemed to be a very alert and
receptive group.

people.
