1. At my request talked with the FE Division about the importance
of cables that they are sending out w t regard to the evacuation or early return of de-
pendents. He reported to me later in the day that he thought they now understood the
necessity for checking this out as a matter of policy.
2. After obtaining oral concurrence from Larry Houston and Ed Saunders, I ap-
proved the expenditure of not to exceed $15, 000 to seed certain parts of our new building
site in order to avoid excessive erosion damage.
3. I spent two hours with the Office of Security being briefed and brought up to
date on their organization. The new Central Files Section appears to be a big step in
the right direction. Since my talk with Colonel Edwards a week or so ago, he has turned
25X1A9a over the Regulations function to - This should be a big help. In the Administra-
tion and Training Staff they have an Administration and Support Branch, the functions of
which are almost entirely Finance and Logistics. I asked Colonel Edwards to come up
25X1A9a with ometime soon to decide with me on the eventual replacement of some
of the personnel now in these positions with Finance and Logistics careerists.
4. Matt Baird and I met with the Director to discuss Matt's Junior Officer Trainee
speaker list. After considerable discussion the Director decided that we should lower
our sights a notch or two. He agreed that having done this we could go ahead and invite
appropriate speakers without reference to him, calling on him for assistance if we needed
it. He also requested, however, that he be furnished a list of the speakers whom we
might get inasmuch as he may want to attend some of these lectures.
25X1A9a 5. came up to report a virtual uproar in the Clandestine Services
concerning a Finance Management Improvement Instruction which Ed Saunders published.
It does appear that this was published without proper coordination with the interested of-
fices and I am afraid that as a result of strong opposition it will be necessary to withdraw
the authority given Ed to publish these FMIP Instructions.
25X1A9a 6. After talking with General Cabell and I obtained a copy of

field asking for any information that they might have. I also alerted the Director that
Don might want to see him within the next few days.
