5. Mr. Hutchinson, Bob Macy's Deputy at the Bureau of the Budget, came over
to see me about the Agency's attitude toward a request by USIA for supplemental
appropriation in the amount of $23, 000, 000 to augment their radio broadcasting
facilities. Afters discussing the matter with
and the Director, I informed Mr. Hutchinson that the radio stations proposed in Iran
and Ghana raised some question as to whether these should have the official U. S. flag
flying or an indigenous flag. However, this question would in due course come before
the Radio Policy Committee and could be settled at that time. Under no circumstances
would we want to pass judgment on or interfere in any way with the USIA request.

STATINTL 6. Attended a Supergrade Review Board Meeting at which pro-
motion to grade GS-16 was approved. (See Memorandum for the ecor or other
details.)
7. I asked General Cabell to give me some guidance as soon as possible on
what to do about the changes which the Director proposes to make in the Executive Pay
Scale.
