Macy, Ecker and Ellington, Bureau of the Budget, to discuss our Fiscal Year 1961 Budget submission. They do not want to replenish the Reserve at all and want us to hold our regular operations to a level which was exactly what we had appropriated in new funds for Fiscal Year 19695X1 Al a (See Memorandum to the Director from DD/S dated 23 November 1959.) 4. I visited to look at a building which might be renovated and used for our computer. While this building could be made to do, it would cost $100 thousand to renovate it and would have certain other disadvantages. I have tentatively concluded that if part of the Agency is going to remain in temporary buildings after our move to Langley, and those buildings can be identified, we would be better off to spend our money in installing the computer in a temporary building. In this way, we would at least avoid the cost of one additional guard post which was estimated at $35 thousand per annum. 5. Larry Houston advised me that the National Security Agency's General Counsel had telephoned and indicated that the General Accounting Office was interested in expand- ing their audit activities in NSA. I assured Larry that I knew nothing about this and speculated that it might have originated with the inquiry made by the Comptroller in con- nection with what GAO was now doing at NSA. 6. Bob Macy, Bureau of the Budget, telephoned to advise me of the conversation which toolcpplace at Augusta in which the President was reported to have told Secretary McElroy that he thought he (Secretary McElroy) should look at the CIA Budget and be satisfied with the total amount.
