At the Deputies' Meeting the Director discussed briefly a request made to him
by Stan Grogan that he autograph a CIA Seal for a newspaper man. The Director seemed
to place great significance on such an act, harking back to the Seal hanging in his office
which was autographed by President Truman. He concluded that he did not think it was
appropriate for him to autograph and present Seals except on rare occasions and
presumably only to distinguished people.
4. Gates, Larry Houston and I lunched with Messrs. Samuelson and Pahl, General
Accounting Office, to discuss the beginning of their expanded audit. They want to start
by reading the book of statutes applicable to CIA, which has been compiled by our General
Counsel, Agency Regulations on our organization, mission and functions, etc. They will
then arrange for a series of briefings on the Support offices, after which they will go to
the Office of the Comptroller to take a look at our accounting procedures. The next step
will probabl be to look at the Procurement Division in the Office of Logistics. (I have
designated is their official point of contact for the time being.)
5. I met with Lyman Kirkpatrick and Shef Edwards to discuss the recent anony-
mous letter which General Cabell, Lyman and I received complaining about conditions
in the and particularly an incident in which some heavy boxes
were delivered to house. With the exception of trying to identify the
writer of the anonymous letter and the alert that we may in fact have a morale problem
in the Office of Security, Lyman agreed that insofar as he was concerned we need take
no further action. We told Lyman that insofar as any improper action on the part of
