I talked to Gordon Stewart about the Project - retirement plan and re- turned it to him for rewrite prior to presenting it to the Director. I also asked him to insure that the provisions of the Director's memorandum---requiring that retirement plans for proprietary projects be coordinated with the Director of Personnel---be in- corporated in the Regulations, 3. The Director advised me that Mr. Joseph Campbell, the Comptroller General, had telephoned him about the problem of certain contracts . I explained tha5X1 A these were Dick Bissell's projects and that we had been o ding the General Accounting Office away from them. I agreed to furnish him with up-to-date information on where this matter stood and subsequently asked Ed Saunders to prepare a one-page memoran- dum. The Director also said that he and Mr. Campbell had discussed Congressman Kilday's interest in having us explore the possibility of expanding the GAO audit at which time they agreed that Mr. Adolph T. Samuelson, Director of Civilian Accounts and Audit Division of the General Accounting Office, should meet with me for a preliminary discussion. 4. I talked with of the Inspector General's Office about their re- port on the Assessment and Evaluation Staff. It was his opinion that this would not be timely. He does believe, however, that the A&E Staff and the Psychiatric Division should work much more closely together and suggested that we consider the possibility of placing them in contiguous space in the new building. He also discussed with me the problem of personnel reductions. He said that he was in somewhat of a dilemma inasmuch as General Cabell and Mr. Dulles appeared to be of different minds about the reduction. He went on to explain that he thought a re- duction in force would be possible in this Agency and that he was studying the matter for Mr. Kirkpatrick. I told him I did not believe that the reduction in force would be a good thing, but that I had to admit that we had not actually run a test to see what would happen.
