I had several discussions with Ed Saunders about Fiscal Year 1959 savings and ended up with a balance of $1,095,000 which the DD/I and DD/S components were not going to use. I notified Dick Bissell that we could give him the balance he needed ($205, 655) so that he could go ahead with Project WALNUT. I also advised the Director that we had approximately $890,000 left if anything came up for which he wanted to use it. 2. I approved of Jim Garrison buying approximately $56,000 worth of unitized furniture. 3. I alerted Gordon Stewart to be prepared for a meeting with Bob Macy on supergrades shortly after Bob returned to town on 21 July. 4. I met with the Director and Mr. Bissell concerning funds for Project As I understand it this Project is committed in the amount of $1,000,000 during Fiscal Year 1959 and $1,000,000 during Fiscal Year 1960. It had been planned to use counterpart funds; however, due to the Department of Treasury Regulation which would require us to pay for counterpart funds at the rate originally acquired it would cost us $1,250,000 in lieu of $1,000,000. Accordingly the Director has decided to use dollars for this Project during Fiscal Year 1959 and to defer until later the question of whether or not we would use counterpart funds for Fiscal Year 1960. He has also ap- proved of diverting the $250,000 set aside for this purpose to Project WALNUT. 25X1A9a 5. Shef Edwards telephoned to say that he planned to nominate - to replace who is now the Security Officer for CAT and I told him that from what I knew I thought that John would be an excellent choice.
