1. I met with Jim Garrison, Larry Houston, Ed Saunders
and others to discuss the contract for an annex to JeWommunications laboratory at the

and the low bid was $307 thousand for a two-story building or $332 thousand for a three-
story building. Inasmuch as it would appear uneconomical. not to construct the three-
story building now I obtained the Director's signature on a memorandum changing the
project approval from a two-story building costing $283 thousand to a three-story building
costing $332 thousand. There was also a legal problem brought about by a mistake made
by the bidder on this contract. However, the General Counsel has satisfied itself that we
should go ahead with the low bid.
2. advised me that the Director's Office had just received a paper from
Mr. Bissell on "marriage to aliens. " John said that we were on distribution and felt sure
that General Cabell would want comments from the DD/S and the Offices of Personnel and
Security before making any decision on this paper.
3. Bob Macy, Bureau of the Budget, telephoned to say that the Director's memoran-
dum advising the Bureau that we were going to increase our supergrade ceiling to had
just been received at his desk. He said that he had not called to raise any objection or re-
quest that we delay implementation; however, he would like to sit down with us and have
explained to him our reasoning in raising it to this level. I told him that I would be very
glad to do this. Inasmuch as he will be away for two weeks, this should be done sometime
during the week beginning 13 July.
