1. At Bob Amory's request I agreed to have the Comptroller maintain contact with
the Department of State Budget people so that Bob could offer assistance when-they are
asked to defend their NIS Appropriation before the Appropri~itions Committee.
2 , and I took General Cabell and out to the Langley 25X1 Aga
site. General Cabell was very complimentary of the work going on there; however, in 1
looking over our security setup, he was of the opinion that since we did not fingerprint
people and did not actually conduct an investigation our screening processes were not
very effective. He su ested that we spat check at least one: out of every ten employees.

with a report and recommendation which we should then dis~~uss with General Cabell.

that Secretary Franke could not come to lunch next Friday inasmuch as he had to attend

we look into the workload in the "K" Building Printing and Reproduction Plant in order to
see if we could reduce it. I told him that I thought this wa.s a job for the Management
Staff and asked him to give me a brief memorandum on the subject which I could pass on
to them for their study.
g, has been having long conversations with Fletcher Prouty, in
the Office o t e epu y ief of Staff, Department of the .Air Force, who seems to think

that we should reexamine our requirements for aircraft. I told him that I felt that
General Cabell had this situation well in hand and that even if Fletcher were right I did
not think that it would be appropriate for us to attempt to get such a review made .
10. ~i.lso reported that the Contingency Task Force Regulation had not yet
reached Dick Bissell. I told him that I hoped that they would get it to him soon but that I
did not anticipate his early approval and we should not be discouraged if there was some
further delay.
