He su ested that we spat check at least one: out of every ten employees. I discussed this with who is looking into the matter and ~Cye will come up with a report and recommendation which we should then dis~~uss with General Cabell. 4, dvised me that Frank Ecker, Bureau of the Budget, wished to start a review of R&D activities and that he would begin with the DD/I Area on the 10th after which he would want to go to the 5. I talked with Ed Saunders and Gordon Stewart about the Kilday Committee and asked them to get started with preparations for a briefing. g, said that the omrnittee had suggested that we look into the workload in the "K" Building Printing and Reproduction Plant in order to see if we could reduce it. I told him that I thought this wa.s a job for the Management Staff and asked him to give me a brief memorandum on the subject which I could pass on to them for their study. g, has been having long conversations with Fletcher Prouty, in the Office o t e epu y ief of Staff, Department of the .Air Force, who seems to think Approved For Release 2001/07/28 :CIA-RDP76-0i~~-$3R000300050229-5 Approved For Release ~1/07/28 :CIA-RDP76-001838000300058229-5 that we should reexamine our requirements for aircraft. I told him that I felt that General Cabell had this situation well in hand and that even if Fletcher were right I did not think that it would be appropriate for us to attempt to get such a review made . 10. ~i.lso reported that the Contingency Task Force Regulation had not yet reached Dick Bissell. I told him that I hoped that they would get it to him soon but that I did not anticipate his early approval and we should not be discouraged if there was some further delay. 12. is maintaining close liaison with the but at the moment there is no zing for us to do except participate in the p ann n oadest aspects. He will let us know at anytime there appears to be a development which r2 X1A8 us to get a cadre ready. 13. I had lunch with who appeared to have nothing in particular on his mind. He did say, however, that he had heard there was areorganization - n the DD/P Area underway. I explained to him briefly what this entailed and told im at insofar as I could see it would not affect CAT unless it involved a change of our point of contact from FE to the new Division but that in any case Mr. Lloyd would follow this closely.
