I reported to the Director that pursuant to the request of four big contractors and on the recommendation of Public Buildings Service I had authorized the extension of time for submission of bids for the new building until 26 February. l~ b. Gordon Stewart and Larry Houston met with the others who regularly attend this meeting to participate in the discussion of the Manpower Task Force. The purpose of this was to substitute Mr. Bissell's proposal for a Manpower Task Force for agreements which had already been reached. In substance, this pro- posal recommends- that each Deputy Director examine his own functions, identify unneeded personnel, etc. , and that no task force action on an Agency-wide basis take place for some time to come; however, the Task Force would meet once a week to discuss the points of common interest. I expressed strong disagreement with the desire to postpone action by the Task Force inasmuch as I believed that the DD/S and DD/I Areas were ready to be looked at by such a group without delay. While the Director announced no decisions I assumed that Mr. Bissell's proposal will prevail. In any case, it appears that any semblance of a Manpower Task Force to look at the Agency on an across-the-board-basis is out the window at the moment. 2. I addressed the Clandestine Services Review Course and during the question 25X1A9a period Mr. a student from the Office of Security, informed me that that Office was not adhering to the DD/S policy with regard to overseas tours of duty. I want to follow up on this with Shef Edwards . 3. In the afternoon and I looked at the Office of Personnel proposal to reduce their manpower requirements , They have a program with an objective which would eliminate 34 positions and I approved of their undertaking this program step by step. 4. Also at the Deputies' Meeting I discussed the letter from Congressman Flood in which he requested that the Director talk with-The Director agreed to see him. 25X1A9a 5. I talked to and after investigating the matter 25X1A6a he recommended that we not send Jerry ~ I concurred. Lyman Kirkpatrick buzzed to say that of the group of candidates I referred to him for consideration he would be glad to have when he returned from- this summer. I approved of his choice. He also said that he definitely wanted to get sometime in the future and I told him that while I could make no" commit- ment in this regard I thought that the experience would be good for him and that he would be good for the Inspector General. Kirk also told me that he was processing in the regular way the changes in his Table of Organization which the Director had approved in principle some time ago but that we should not hesitate to challenge the titles, grades, etc . , if it were felt that we should do so .
