8. I talked to Shef Edwards about his proposal to have take over from
on the Interagency Counteraudio Committee. He exp aine tat Gene was
not the C airman of this Committee which I had thought and that it was actually chaired by
Mr. Boswell of the Department of State. He also said that other Agency representatives,
with the cxception of Mr. Boswell, were not as senior as Gene. I agreed to make this
substA t after the letter which he proposed for General Cabell's signature has been
rewritten.

9. I lunched with who was somewhat concerned about space for
SSA-DD/S personnel in the new building. Also, I think that he may be concerned about
the possible interpretations that DD/P personnel may place upon any arrangement of
functions for SSA-DD/S when we move into the building. I want to look into thi+without
delay.

10. Matt Baird queried me as to my reaction in connection with the possible promotion
of to a grade GS-16. I told him that we were in the process of reviewing the
DD/S supergrade structure and that I would set up the
as a grade GS-16 while downgrading the Chief, Assessment and Evaluation Staff to a

pay the legal fees which incurred as a result of a criminal suit brought against
him in - Inasmuch as there is no evidence that this suit had anything to do with
