2. I accompanied the Director and Ed Saunders to the "hill" to brief
Mr. Taber on our Fiscal Year 1961 Budget. Mr. Taber asked almost no questions
and said that he was entirely satisfied with our budget situation. (Ed is preparing
a more detailed Memorandum for the Record.)
3. reviewed with me a proposed plan to provide health
insurance for our contract employees who will be excluded from the Government's
Health Insurance Program. He also said that informal consultations with Mutual
of Omaha indicated that we could make comparable arrangements for our contract
employees. I approved in principle and asked him to work out the necessary details.

getting a new one each year rather than purchasing our own as we do now. I told
him that we had looked into this possibility at the time we bought the present Cadillac

and had decided that it was not wise to follow this course because of all of the
special equipment which the Director has In his car. I will, however, look
Into this again. (His present car was purchased In August, 1957, and has
been driven only 21, 000 miles. In any case I can see little justification for
disposing of it and getting a new one at this time. )

7. I met with who is departing for ~ 1 A6a
to become the Logistics icer at that Station. I emphasized to them that I
was considerably disappointed in the performance of the Support elements at
that Station, especially the ase. I made it very clear that I 25X1A9a
counted on them to behave in a much more sophisticated manner and that if the
reputation of the Support function had been damaged by this incident I hoped
that they would rectify the situation with all possible speed.

8. I met with General Cabell, Bob Amory, and the Director
to discuss Gordon Stewart's replacement. It was unanimously agreed that
should be appointed Director of Personnel upon Gordon's de-
parture on or about 6 June. (An Agency Notice to this effect has been pub-
lished.) No decision ha4een made as to who will replace Emmett; however,
it is generally understood that the Clandestine Services will nominate a
candidate for this position.

9. John Tietjen briefed me on the case of whose performance
as Administrative Officer- was unsatisfactory. This case baffles C1 A6a
Medical Staff; however, in the final analysis there appears to be no medical
evidence to warrant treating this case on other than a purely administrative basis.
