his affairs are so complicated that it is almost impossible for him to leave Washington
even for a short while. I told him that under these circumstances I felt that I should ac-
cept his resignation which I did. However, I told him that he could remain on the roles
on a duty status until 30 June, if necessary, during which time he would be expected to

suspend these items routinely but, at the same time, send the voucher to me with a memo-
randum giving his reasons for the suspension and asking for policy guidance.

said that. plans to retire next year. I told him that I approved of his promotion
with the assurance that he would retire next year; however, if he does not plan to do this,
I would want to consider the matter more carefully.
