United States Intelligence Board Committee's views on fall-out protection. This is 25X1A9a
come before USIB later this month and Omar requested that I cooperate with John
briefing the Director, preferably not later than 19 April. (In this connection
I have aske to expedite preparation of our paper on this subject 26X1 A9a
that we can get our position to the Director before that time.)

3. Shef Edwards advised me that as a result of the story in the Daily News about
a flap involving one of our investigators, General Cabell had called him and had suggested
that we use more unofficial cover for the Office of Security. Apparently, Mr. Dulles had
asked Lyman Kirkpatrick to look into this. In this connection I told Shef that I would like
to participate in his discussions with Lyman and that we should, of course, prepare a
paper to the Director outlining the possibilities as well as the problems in proceeding
very far on this course.
