1. At the Deputies' Meeting the Director approved of our "Summer-Only" Em-
ployees Program.
3. I met with Gordon Stewart, Ed Saunders,-
_and Gates Lloyd to discuss our new Regulations concerning "manpower controls.
Gordon proposed that ceilings be controlled by organizational components and average
salaries by Career Services and Ed believed that it would be preferable to have both
ceiling3 and average salaries controlled by organizational components. After considerable
discussion we decided to adopt Gordon's point of view.
5. Dr. Tietjen was in to talk to me about the two rooms which we wanted him to
give up in order to accommodate the computer. He understood the necessity for the
computer but queried as to whether he or TSS should give up the two rooms. I told him
that I would look into this and make a decision.
6. Dr. Tietjen wanted to appeal Personnel's refusal to upgrade the positions of
Deputy Chief of Administration and Registrar to grades GS-13. I told him that I would
not overrule Gordon Stewart on this but that if the loss of these two individuals would
really put him in a hole I would give consideration to their promotions on an incumbency
basis.
