Ed Saunders brought to my attention the fact that his comments are not usually solicited when projects are coordinated laterally. There are sometimes instances where the Bureau of the Budget has placed restrictions on the project or other related financial information which should be available to the Project Review Committee mem- bers before they sign off. I think that this is a very valid point and I am going to request that in the future the Comptroller's comments be sought before a project is routed laterally. 3. General McClelland telephoned to say that he would find it extremely difficult to furnish the names of the people he expected to have in external training in the next six months and I agreed that in his case he could submit numbers at this time. 4. General McClelland called my attention to the fact that in the awarding of a 50X1 recent contract the firm of were the low bidders with a bid of $80,000. Howa they had not been responsive to the specifications and, consequently, e km/At their bid was out and the contract was awarded to the next lowest bidder who had 50X1 bid $101,000. He said that are kicking up quite a fuss about the matter but Jim Garrison and his contracting people believe that we are on very solid ground. 50X1 50X1 5. I queried Emmett Echols as to whether he shared my view and that of Bob Amory's that our current practice of having Deputy Directors approve (1) the recruit- ment and (2) the entry on duty for all employees above grade GS-7 was really a worth- while procedure. He doubted very much whether this was worthwhile but requested that we not disturb the present situation inasmuch as procedures which would have to be devised in connection with our new separation regulations would change this anyway. 7. He explained to me that this was an OCI-FI/Staff D requirement and that they had no idea of using them in FBIS or elsewhere. Lyman Kirkpatrick buzzed to say he had heard that we were considering for use in the Office of Training. I gave him the background and current status on this matter after which he told me that he intended to make an all out effort at this tii5oxi to get out of the Agency. He said that he had a great deal of information on and that during his last tour in he had spent $135,000 over a two-year period mostly for his personal living expenses while he was on a project which had produced absolutely nothing. I told Lyman that I intended to do nothing further about this matter unless I was approached by Dick Bissell in which case I would bring the matter up for discussion with him and the Director.
