1. At the Deputies' Meeting this morning:

our check cashing facilities. With regard to the barbershop General Cabell felt
very strongly that we should either have a barbershop or a "roving barber" who
would go to offices and cut hair. I agreed to find some solution to the barber
situation and, of course, I want to touch base with the Director for his final ap-
proval. (In this connection, I asked Emmett Echols to have ive 25 1A9a
me a briefing at an early date on the Credit Union check cashing facilities in the
25X1A9a new building and I asked to give some thought to the location of a
25X1A5a1 small barbershop in the new building where, in all probability, hair cuts would
be arranged by appointment. In this connection also, I asked 25X1A5a1
whether they would be interested in operating
a barbershop and he said that they would be very glad to do this if we wanted
them to.)
2. I talked to Emmett Echols an separately again about our separation25X1A
regulations and learned that Eugene Lyons a wri en a memorandum to Mr. Stans in which
he recommended that our separation compensation proposal be substantially reduced. I
gathered that he would reduce it to somewhere between four to six months. I told Frank that
if we were forced to reduce to any such level we might as well not put it on the books. I
also urged him to communicate our feelings to Mr. Stans and that if they could not agree with
our proposal a meeting with General Cabell and Messrs. Stans and Lyons should be arranged
to resolve the matter. I also learned that Mr. Lyons is recommending that we revert to a
lump sum payment. This is an unusual turn of events since we went to the payment by
increments at the suggestion of Mr. Lyons.
