17 October 1960
1. At the Deputies' Meeting this morning:
a. The Director requested that we start preparing now for a series
of briefings which will be necessary when the new Administration takes
over in January. As far as DD/S is concerned he wants a briefing sheet or
two on each DD/S office. They should be prepared in a way that the Director
can use them inasmuch as he will in all probability be the individual doing
most of the briefing.
b. The Director mentioned that he had received a number of letters
asking for information about the payments which Francis Powers would re-
ceive while he is in prison. He advised everyone that Powers would receive
"what he is legally entitled to;" however, he wanted to see the contract and
to be briefed on exactly what Powers' entitlements are. (I have asked Larry
Houston to do this.)
2. I attended the Director's Luncheon for the Personnel Consultants. In this con-
nection, it is my impression that we are not handling these consultants in a way that
produces maximum results. There is too much routine on the agenda and, in fact, some
of the items make one wonder if they didn't have a great deal of trouble filling up the two-
day program. I want to talk to Emmett Echols about this when the program is over, and
next year I would like to participate
that all of the arrangements including g tthis he lun~eon andst
make sure that it is done well and
list are made well in advance.
3. 1 talked to General Cabell about Lyman Kirkpatrick's memorandum recommending
that the Director of Security submit a semi-annual written report on all security problem
cases. I told him that Shef and I were reluctant to put this report in writing for rather in-
tangible reasons. We merely have a feeling that to do so might expose these cases to
individuals who do not need to know and that as a minimum it may limit our flexibility and
room for maneuver in the future. General Cabell said he agreed with this point of view and
asked me to raise this matter again when Lyman returns from his trip.

5. Ed Saunders also advised me that Ben Ellin on of the Bureau of the Budget had
queried as to why we could not do som out of Fiscal Year 25X1A2g
1961 savings and thereby reduce the $6 n we reques a in the fiscal Year 1962 Budget.
I told him to tell Ben that if we actually had any savings during Fiscal Year 1961 we would
like to do this but that we could not plan on it at this point in time and, in fact, would'not
know until sometime late in the fourth quarter.
7. Also at the Deputies' Meeting this morning there was a brief conversation between
Dick Bissell and the Director concerning the possibility of employing Mr. 25X1A9a
Apparently, Dick is not too enthusiastic about the long-range possibilities; however, the
Director seems to feel very strongly that we should employ Mr. and I assume that 25X1A9a
this will be done.
