2. I reviewed with a number of building problems. I told him 25X1A9a

away inasmuch as I understand that Vernon is taking over from n the Building
Planning Staff. I also asked him to get in touch with the Office of Communications and dis-
cuss their close COMINT -support requirements. While we cannot comply with their request
that they be located contiguous to not only the rest of Communications but also the Office of
Current Intelligence and IM we must find some way to put them in the new building. In
this connection, I told H. tat he could definitely plan on the Foreign Documents Division
being left out of the building. I also asked him to study the library problem further and to
give me more specifics as to why we should not comply with the Office of Central Reference
request.

much as he had had a heart attack some time back and planned to retire in about two years,
apparently when he completes twenty years of service. He is, therefore, not anxious to
be in a position where there is a lot of pressure. I have alerted Jim Garrison to this and
told him to discuss the matter frankly with when he sees him next week.
4. I discussed with Matt Baird the pros and cons of assigning
