13 September 1960
1. George Carey telephoned to say that Emmett Echols' statement at the Senior Staff
Meeting yesterday morning concerning the United Givers Fund had been interpreted by
many as meaning that the Agency used appropriated funds to make up the deficit in our con-
tribution. I assured him that this was not correct and subsequently asked Emmett to write
a brief memorandum to the De

3. I met with Messrs. Garrison,
memoran-
dum from the DD/P requesting that the over and Commercial Staff,o for whichrinsuffic ent
space is available in the DD/P Area, be located elsewhere in the new building. We have
concluded that in order to provide for contingencies such as Projects PBSUCCESS, JMARC,

the least inconvenience. They are scheduled to occupylabout 215, 000 sq. ft. If veoassi could be left with
approximately 7, 000 sq. ft. to the Cover and Commercial Staff this would leave about 18, 000
sq. ft. for contingencies, staging areas, etc. I have discussed this possibility confiden-
tially with George Carey and J. Bagnall who do not believe that there is any strong argument
for putting FDD in the new building and who would, in fact, prefer to have it stay where it
is. I have also discussed this with General Cabell who agrees on the principle; however, he
reserves judgment on whether FDD or so
