I telephoned with regard to the progress we are making on 25X1A6D and learned that we are not proceeding as fast as we had hoped. I reminded him that this would have to go before the Project Review Committee and that we should allow 25X1 C4A about two weeks for this processing and the Director's approval. I also asked him to get in direct touch with the 25X1 A9A lieu of dealing through 2. I talked to Art Lundahl and Stan Beerli about a request that the Office of Secu- rity has received from the Army Map Service. They request that CIA polygraph some 250 to 300 employees as a recruitment screening process. Upon the assurance that this particular project is not a CIA responsibility and not of very great interest to CIA, I authorized Shef Edwards to disapprove of the request. 3. Frank Ecker rushed over with a draft of a proposed new Executive Order creating a Foreign Intelligence Advisory Board. We checked it with Mr. Kirkpatrick and left it with the Director who telephoned Mr. Bell saying he had no objection to the Order. /Frank telephoned again on 27 April to say that certain minor changes were being made in the draft to ensure that it covered all intelligence and related functions (covert action). I have advised the Director of these changes./ 4. In response to Stan Grogan's query I advised him that the Director's favorite Bible verse % "And Ye Shall Know The Truth and The Truth Shall Make You Free;" Mwill be on the south wall of the entrance lobby. 5. Frank Ecker of the Bureau of the Budget was over to discuss three matters: a. First, the Bureau is addressing a letter to us, as well as to all other Government agencies, requesting that we participate with them in an immedi- ate study in an attempt to make a four-year project of our budget requirements. The objective is to get this completed by about 1 June inasmuch as the Bureau's whole package is to be presented to the President on 15 June. They do not pro- pose to make a detailed study of our proposals, but they want to take a long- range and broad look to try to determine where we are going in the next four years. Typical big questions which they will try to find answers to concern the future of NPIC, ADP, etc. I told Frank that we would certainly cooperate in every way but that I thought it was going to be difficult to get anything very accurate for Fiscal Years 1963 and 1964. b. In this connection George C. McGhee of the Department of 25X1 A9A State, Bob Macy of the Bureau of the Budget, and of CIA have been appointed a committee to look into this problem. ey are a so to look into our proprietary problem. For this reason the Bureau will defer for the time being any study of our proprietaries and subproprietaries which have been discussed in re respondence between Mr. Ecker and myself. I told Frank that we would be glad to cooperate with them on this, that there will be exceptions, and that he should work with Ed Saunders on it. 25X1A9A 6. I met with Messrs. -, Houston, and Saunders to brief them on General Cabell's reaction to our proposal to establish "position allowances" for certain key people. In substance, General Cabell does not approve of "position allwances" but does approve of setting up a "drawing account" to be administered by the Deputy Di- rector to accomplish the same purpose.
