In addition, he anticipated a request from Staff D for close COMINT support to the 2~A1 A9a
project which would require thirty-nine positions. I asked to draft a
brief memorandum to the Deputy Director (Plans) pointing out to him that we would
recommend the personnel ceiling of the Office of Communications to be whatever
strength.,necessary so long as they furnished the funds and that in considering the
total cost of the project these positions in his personnel ceiling be included. (On
28 July Dick Bissell telephoned and was somewhat puzzled about this memorandum.
I expla' ed to him that I was not asking for ceiling positions from him and that I
would "t increase the ceiling of the Office of Communications by this amount.
I also explained that I wanted to make sure he understood when we were talking about
25X1 A the total WH/Meffort that it would include all the positions whether in DD/P, the Of-
fice of Communications, or elsewhere if they were in full time support of this proj-
ect. He indicated that he understood.)

2. telephoned to tell me that he had seen a cable which indi-
cated that the Voice of America was urgently looking for a piece of real estate in the
25X1 A6a Far East in which to carry on short-wave broadcasts. It occurred to him that our
might meet its needs. I agreed that we probably should plant
this seed but told him that he should get his paper up to the Director recommending
25X1A6a again that we close out M If we are not going to close it out then there would
be no point in trying to arouse the interest of VOA.
25X1 C4c 3. Dick Bissell telephoned with regard to the paper from the IO Division re-
questing the Director's approval for the budgeting of an additional $1 million for the
25X1A6a After some discussion Dick said that he was inclined to
agree with my position and that he would return the paper to expressing
his nonconcurrence. (On 28 July Dick telephoned to say that he was preparing a new
25X1 C4C caner for the Director which would recommend that the Deputy Director (Plans) absorb

War College)was in to visit with me for a few minutes. He appeared to be a very able
fellow and I anticipate that he will represent us well.

Bailey Course this fall. I told him that I thought Joe probably would be one of our
strong candidates.

for months with the WE Division and finally reaching an agreement that the Director
25X1 A should insist that Project be audited without restriction, yesterday Les
found himself in a conference with the 10 Division in what he regards as a foot-drag-
25X1A ging exercise. presided and wanted to start all over again in his approach
to the Principal Agenc rRn response to Les's position that he would have to be told by
25X1 A the Director if he were not going to audit this without restriction, -told him that
the Director might give that answer to the ex-Chief of the Audit Staff. While this may
have been said in gest it nevertheless was in very poor taste. I have asked Les to
draft a memorandum for my signature to the, pirector reporting that this Project has
not been audited and asking for his decision.whether he wants to exempt it.

9. I talked with Both Jim Cunningham and Emmett Echols two or three times
25X1 A about the placement of and Emmett has agreed to put him in the develop-
ment Complement and arrange a reorientation program for him so that he will be in a
position to compete with his contemporaries in the Office of Personnel. In my conver-
sation with Jim Cunningham I told him rather emphatically that while I was in complete
25X1 A sympathy, with predicament I thought he was really to blame for the whole
business and that this was a very clear example of what happens and what will continue
to happen when DPD bucks the Career Service System.

10. I met with Jim Garrison,
to aiscuss e preparation o our reply to c eorge
ndy Metter asking for our comments on the recommendation from the President's
Foreign Intelligence Advisory Board that a feasibility study be made to determine whether
the Clandestine Services jor at least a part of themashould not be moved into the new
building. (On Thursday, 27 July, at the Deputies' Meeting, I discussed my approach to
this problem and found no nonconcurrences, although the side of the table at which the
Deputy Director (Plans) was seated was noticeably silent. The Director said that the
recommendation was "crazy" and asked me to go ahead and prepare the comments
along the lines which I had in mind.)
