I met with Jim Garrison, to aiscuss e preparation o our reply to c eorge ndy Metter asking for our comments on the recommendation from the President's Foreign Intelligence Advisory Board that a feasibility study be made to determine whether the Clandestine Services jor at least a part of themashould not be moved into the new building. (On Thursday, 27 July, at the Deputies' Meeting, I discussed my approach to this problem and found no nonconcurrences, although the side of the table at which the Deputy Director (Plans) was seated was noticeably silent.
