2. Ed Saunders advised me that the Director has approved of Project
during Fiscal Year 1962, the cost of which is $1.5 million. He has
directed Ed to do his best to obtain a release from the Reserve for this purpose. Ed
and I both feel that if this Project is going to continue to run from year to year, which
is apparently the case, it should be included in the Fiscal Year 1963 budget estimates.
