I told him that I would be glad to see if he thought it was necessary but that I was certain there was no pos- sibility for employment with us at this time. Ed is going to have lunch with him and if he feels that a meeting is still in order he will let me know. 2. Matt Baird briefed me on the ten JOT'S who have been the subject of some discussion during the past few days. He believes that all ten should be placed on pro- bation and that some of these will be washed out, of course, for academic reasons. I told Matt that his action seemed to be proper from the report; however, I empha- sized to him that I did not regard all of these "pranks" as seriously as they had been represented to me and that I thought the staff andfaculty at were at least25X1A6a as much to blame as the JOT's. I asked that a written report be made of this whole problem to reduce the facts so that they could be referred to in the future when we consider the careers of these JOT's. (Matt went to on Wednesday, 25X1A6a 19 July, for the purpose of talking with each of these ten JOT'S and advised them in writing that they were on probation. He reported on the morning of 20 July that as a result of his personal investigation he was convinced the whole episode had been blown up out of all proportion as to its importance and that the faculty was seriously at fault. He said that this all could have been handled at the "platoon level" had proper action been taken on specific incidents at the time of their occurrence.
