It was agreed that we would plan to leave the Map Library Division of the Office of Research and Reports out of the building. Unfortu- nately, this space is not contiguous to the remainder of the Clandestine Services. However, I have examined the plan with H. S. and am satisfied that there is no way that this can be provided for short of major and expensive changes. C3 2. I met with to discuss the request of the General Ac- counting Office for a! F1 recor on e Office of Research and Reports. It was agreed that we would stick to our original principle and refuse to show them anything paid from unvouchered funds or any audit of unvouchered funds on these grounds. I approved of them giving GAO the working papers of the audit of vouchered funds; I also approved of them showing the unvouchered audit report to GAO on a purely informal basis just to satisfy them that we were not really trying to hide anything from them. 4. I also discussed with Les and Bob the question of whether CIA should adopt a policy of using economy jet transportation for travel across the North Atlantic. It was our opinion that we should comply with this policy inasmuch as the Department of State, ICA, and USIA have already adopted it. (At the Deputies' Meeting on 14 July I discussed this matter and with the full agreement of the Deputy Director (Intelligence) and the Deputy Director (Plans) the Director approved of this policy. It is estimated that this will save the Agency approximately $,0ppVr year.) 5. alerted me that he .had turned in to the Deputy Director (Plans) the names of all Certified Public Accountants in the Agency. Larry Houston and- were in to show me two letters which have been written consummating agreement between us and the Governor of Virginia for concurrent jurisdiction at our new building. I told Larry to contact the Attorney General and finalize this deal if possible. I signed his plan but cautioned him that it really meant very little without the numerous detailed annexes which have to be put with it. However, I am satisfied that they are now working hard to produce these annexes which are necessary before this plan is complete. I told him that I wanted to see them as they were finished.
