1. I talked with , James Garrison, and as well
25X1 A9a as with , about the intercom system in the new building. Jack has now
agreed that the Director's office should return to the original scheme. Jim and H. S.
reported tha the cost estimates for all of the change orders which have been received
are accurat / O 1l of our money is obligated except $60,000. This, of course, does not
take into consideration the $2.3 million which we have in escrow with the Bureau of the
Budget. If we have a justifiable claim against this $2.3 million I think that we can get
some of it released. I told Jim that I would prefer to go to the Bureau of the Budget be -
fore we were in the red rather than afterwards. He feels, however, that we should wait
a little while longer before warning them that we are going to have to draw from this
reserve.

2. Having given Jim Garrison a deadline of 1 July to produce a master plan for
the move to the new bu' as keenly disappointed in the report which he, H. S.
made to me. They may have a master plan, although
doubt it. If there is one it is simply in their heads or in rough notes of some kind or
another or in loose-leaf notebooks which H. S. and Mel have. I told Jim that this was
most unsatisfactory and that I felt it was dangerous; also that we could not expect to
complete a move of this magnitude without something more than an informal plan which
was in someone's head. I asked him to undertake to draft his plan at the earliest pos-
sible date.

3. telephoned to sa that the have been having some trouble with a
25X1 A6a few pranksters in the JOT class He is making a thorough investigation
of the situation and will make a more formal report and recommendation to me within
the next few days. Apparently, some of the recent pranks have been abusive, if not
destructive, of Government property and have also disrupted the training program
rather severely.

4. telephoned to ask whether we could help Colonel _
financially with a party he wants to give for a few of
the many residents in the area who have entertained him from time to time primarily
because of his position I told that we 25X1A9a
could help Colonelllllllllllllllllll~ and that he should ask him to submit his proposal in writing.
In the course of this discussion we talked about Colonel 25X1A9a
