I talked with , James Garrison, and as well 25X1 A9a as with , about the intercom system in the new building. Jack has now agreed that the Director's office should return to the original scheme. Jim and H. S. reported tha the cost estimates for all of the change orders which have been received are accurat / O 1l of our money is obligated except $60,000. This, of course, does not take into consideration the $2.3 million which we have in escrow with the Bureau of the Budget. If we have a justifiable claim against this $2.3 million I think that we can get some of it released. I told Jim that I would prefer to go to the Bureau of the Budget be - fore we were in the red rather than afterwards. He feels, however, that we should wait a little while longer before warning them that we are going to have to draw from this reserve. 25X1A9a 25X1A9a 2. Having given Jim Garrison a deadline of 1 July to produce a master plan for the move to the new bu' as keenly disappointed in the report which he, H. S. made to me. They may have a master plan, although doubt it. If there is one it is simply in their heads or in rough notes of some kind or another or in loose-leaf notebooks which H. S. and Mel have.
