1 elephoned to say that Frank Ecker had called him on Monday,
3 July, to say that the Bureau of the Budget did not approve the release of $501,000 to
25X1 A2d 1 cover certain _ obligations during the month of July. I have written the Director
a more complete memorandum on this subject, copies of which have been sent to the
Deputy Director (Plans) and the Chief, WH Division.
2. I talked to Lyman Kirkpatrick briefly about the Director's appearance before
the President's Foreign Intelligence Advisory Board on Saturday, 1 July.
a. Kirk said that unfortunately they did not get into very much detail
about the Office of Communications. The Director dealt with the subject
in very broad terms, giving the Board the approximate number of Stations
we have, the total number of people, total budget, etc. He did mention

b. Kirk also said that Clark Clifford had queried the Director as to
the number of people who were going to be left out of the new building and
the Director gave the approximate figure of 2,500.
c. A full memorandum of this meeting has been dictated by Kirk and
he has copies fir each of the Deputy Directors if and when the Director
decides to release them to us.
3. Kirk informed me that they have almost completed their investigation of the
Cuban episode and that our Support performance rated very high, particularly that of
the Office of Communications and the Office of Logistics. We also talked briefly about
his survey of DPD which is just starting and I asked him to pay particular attention to
the duplication of central Support services within the DPD support organization.
4. I talked with Jim Garrison about the luncheon for Jack Haley, the new Staff Di-
rector for the Joint Committee on Printing, and we agreed on the twelfth of July at 1300
in the DCI's small dining room as the designated time and place.
