Shef Edwards telephoned to say that they had been very much impressed with the Records Survey which was made by Mr. He agreed that he should have a Records Officer and was interested in hav g r fill this position. Shef said that he would require a slot to accommodate this in ividual at the moment and that he would commit himself to absorb it within one year. I told him that I would approve some temporary arrangement whereby he would either exceed his ceiling by one if necessary or have an extra slot which would not exceed one year. 2. At Mr. Kirkpatrick's request I arranged for the Comptroller to deliver to him one copy of the "Congressional Budget Book" for the Fiscal Year 1962. 3. -advised me that the WE Division is forwarding a memorandum to the Director recommending that he instruct the Principal Agent of Project to open his books to audit. I asked Les to continue to follow this because it e Division does not forward such a memorandum I think that we should forward one ourselves. 4. advised me that a who has Civil Service status has written to the Commission alleging improper discrimination because our people will not give her a job.
